For over 20 years, Mr. Jones has worked in federal government affairs, including public service as an aide on both sides of Capitol Hill and the Clinton White House.

Mr. Jones is the host of The PoliticalJones Report with Leroy Jones, Jr. which airs on various radio stations nationwide every Monday and Thursday.

Beneficiary Liability

Definition: The amount beneficiaries must pay providers for Medicare-covered services.

Liabilities include copayments, deductibles, and balance billing amounts.

The
Centers for Medicare and Medicaid Services (CMS) has very strict rules about health providers billing patients for their liabilities.

Cost based facilities are not allowed to charge non-payment by beneficiaries to bad debt unless a clear history of collection activity is recorded.

Centers for Medicare and Medicaid Services (CMS)

Definition: Is a Federal agency within the U.S. Department of Health and Human Services. Programs for which CMS is responsible include Medicare, Medicaid, State Children's Health Insurance Program (SCHIP), HIPAA and CLIA. Formerly was HCFA.

Centers for Medicare & Medicaid Services has historically maintained the UB-92 institutional EMC format specifications, the professional EMC NSF specifications, and specifications for various certifications and authorizations used by the Medicare and Medicaid programs.

CMS is responsible for oversight of HIPAA administrative simplification transaction and code sets, health identifiers, and security standards.

CMS also maintains the HCPCS medical code set and the Medicare Remittance Advice Remark Codes administrative code set.
